The new debt collection act (Norway) is scheduled to enter into force on January 1, 2026. The Norwegian Tax Administration’s digitalization program – Fremtidens innkreving – entails changes for debt collection companies and suppliers of debt collection systems.
In connection with the new regulations, the limitation rules for overdue interest accrued after the initiation of legal action are changing and are expected to apply retroactively to the interest that is not already limited even for cases with legal action before 2026. New regulations mean that debt collection companies are obliged to use new technical integration for legal processes – enforcements.
During 2026, both ELSA and ELAN are needed as the launch takes place throughout the year.
